Recreation Department Report
Katie Lear – New supervisor is Christian Armstrong. Zumba and cycling classes starts June 10. Summer hours are in effect starting June 9 – check front door for hours and pool times. New Business
Light Rail/Diesel/Oasis Line – The city is talking about running a temporary line down the Oasis line to a potential terminal at/near Montgomery Inn Boathouse. Lewis and Lauren Seiler, long-time residents next to Maribelle’s Tavern @ 2056 Riverside Drive, voiced his concerns about the negative impact he feels the rail system may have on the East End. See the blog for contact numbers for your input. The Ohio Rail Development Commission, along with ODOT and another Federal Rail group, is working on a report due out in August, to look at the Cleveland-Columbus-Cincinnati spur of a regional network of rail lines. Joe suggested appointing a committee to find as much information out as possible between now and July, then present to the council at the next meeting in July. Three volunteers, Lewis and Lauren Seiler, and Ruth Coon will be the new committee on the mission of fact-finding on the proposed rail line, and will be reporting to us next month.
Strader Speed Bumps – Scott Davidson is requesting help with speeding on Strader Street.

Police Report
Officer Love – Crime stats were presented. Thefts from auto are the usual BIG crime: GPS, purses, suction cup marks left on the window are tell-tale signs for the thieves. It literally takes less than 10 seconds to break a car window and grab a GPS unit for instance. Noteworthy: 4343 Kellogg – aggravated robbery. Business owners please be careful that your alarms are operable and working. Also, Officer Love is looking for support for a block watch program. Decertification of Beechmont Levee
Amit Ghosh – Chief Building Official of Cincinnati – FEMA is revising flood maps end of this year and as a result, the levees do not meet current day standards. We have applied for Federal appropriations and other grants. Basically, FEMA is requiring the levees around Lunken Airport to be 3 feet higher than they are (501 sea level is the flood, 504 is the 3 feet extra of “free-board). Translation: more East End property will be within the FEMA flood plain. Purchasing flood insurance before this September will result in lower rates than purchasing the same insurance afterwards. City has hired a consultant to study what would be involved to raise the levy, or potentially rebuild if that is what it takes. Motion was made to write letter in support of City’s proposal for Federal appropriations. Seconded. Passed 7 in favor, 1 abstained, 0 against. Letter to be mailed by this Friday to Amit. Annie’s Entertainment Complex
Pete Georgeton, Bill Georgeton, Pat Ormond (Past EEAC President), and their hired Manley Burke Attorney – Precinct restaurant had a rough start it’s first year with neighborhood problems coming from the business. The EEAC at the time gave the restaurant 1 year to clean up its act – the Precinct did clean up the problems. Annie’s employs the equivalent of 10-11 employees for the neighborhood. The Cincinnati Police Department is opposing the renewal of Annie’s liquor license. Annie’s has hired Manley Burke to represent them on the liquor license renewal. There is a meeting scheduled for tomorrow morning between the City Police and Annie’s owners. Annie’s owners Bill and Pete came to the meeting to present to us that they: a) just recently became aware of any problems perceived by the community, and b) they are willing to open lines of communication between Annie’s and the community/community council. We all agree that this is a good start to opening lines of communication and hope that we can continue this into the future. Patrice Allen – We are on the docket for fall planting for the streetscape through Urban Forestry Program. New news: Park Board is now on board and is willing to contribute an additional 42 trees for the street boulevard! The LeBlond Rec Center contribution has been made for the scholarship funds. Great American Clean UP – Ruth Coon reported that everything is on track for the clean up on Saturday, April 25. Babb Alley, Hoff Avenue are definitely focus areas.
Burned out buildings updates – The brick building across from St. Rose was not insured for fire damage, so the City is working on it’s demo, which may take a while. The building in the 3000 block of Riverside is due to be demolished soon.
JP’s Liquor License – Motion was made that EEAC write a letter in support to the Liquor Board. Seconded. Passed 9 in favor, 0 opposed, 0 abstained.

New Business
Maribelle’s Pancake breakfast for Marathon – we are going to sponsor a pancake breakfast at Maribelle’s on the patio for the Marathon in May. Contact: http://www.maribellestavern.com
Styrene Rail Car Leak – The Fire Department is looking for victims that received medical care as a result of the stryrene leak, but did NOT call in via 911 for the help. If you know of anyone in this situation, please contact the Fire Department.
Donation for Food for Great American Cleanup – Motion was made to donate $50-75 for food and drinks for volunteers during the cleanup. Seconded. Passed 5 in favor, 0 opposed.

Police Report

Capt. Wiseman – Crime stats were presented. A lot of the Christmas gifts that ended up in cars (ie. GPS units, cell phones, laptops, chargers, removable radios, clothing, address books, etc.) end up getting stolen. “Put your junk in the trunk – Lock it up or lose it” campaign is starting. It is usually the items that don’t get put in the trunk when leaving the car. It literally takes less than 10 seconds to break a car window and grab a GPS unit for instance. NSP Report

Bob Little and Laurie Keleher – Newsletter is out and receiving rave reviews. Submission deadline for the bi-monthly publication is the 1st Thursday of the month of printing. We have a website http://cincyeastender.blogspot.com. Urban Forestry tree program is moving ahead with the trees that have been committed for this year.

Old Business

Transportation Study/Bus Stops – No new news.

Collins Steps – No new news.

Housing Fund – After 6 months of contract being in the Law Dept, City has decided to pursue DCI for funds owed per contract. Parks is being urged to pursue its share, also.

Bike Path – We discussed 2 potential paths – one along the river/Riverside Drive, or one along the abandoned track(s) sharing space with live side of railway. Begin to think about whether we as a council would like to commit $$$ to the Ohio River Way funding of the bike trail. Ohio River Way is coming to present to us next meeting. Other possible presentations may include a presentation from a community such as Terrace Park (that have finally gotten a bike path thru the city).

Joint Neighborhood Meeting – has not happened yet, still working on it.

Liquor License Seminar – Laurie attended the seminar run by Vibrant Neighborhoods meeting. The process is complicated, and goes through Columbus in the end. There is a set of certain requirements that must quality first before any challenge should occur. In the past we have decided to not contest any granting of Annie’s Bar liquor license renewal, due to the fact that we do not necessarily want to object to any certain business operation in the East End. And if we do contest, we will need to document how the license is affecting the quality of life of the neighborhood.

Inter-community Festival – discussion on festival – a “uniquely” East End Festival. Keeping it small is the theme. St. Rose has a fall Oktoberfest fest. We would like to set up a core committee to organize.

New Business

JP’s Carryout Shutdown – liquor board shut down carry out on C1 Beer Sales, due to what looks like a clerical error. Discussion on how to quickly rectify the problem with the owners.

Great American Cleanup – is scheduled for April 25, 2009. Get ready! Ruth Coon would like to expand the p/u sites this year? More on Babb, Wool, Kemper.

Urban Forestry project is under way with marks on the street from Bain to Delta on where to plant trees. A fundraising note: we could sell plaques to go with the trees being planted in honor of a loved one, etc.

New Business

Invest in Neighborhoods – Status of program is not good. City is thinking about taking away funding, due to budget constraints, etc. Expect a delay in getting our funds for this year to us.

Agenda 360 – Push Cincinnati as a place to live, has a good deal of high powered execs involved.

Joint meeting with Columbia Tusculum/Linwood – We are going to have a coloborative meeting to brainstorm common grounds between the communities, and possible fundraising festival/parade. Also to discuss the problems with Annie’s and their upcoming liquor license renewal.

Bike Path Participation – Start thinking about possible routes that would be our favorite for getting the bike path through the East End

East End Veteran’s Memorial Victory Garden

Joe Corcoran – presented a request for community grant funds for the Urban Orchard project, which involves the planting of some Standard Mature Trees in the amount of $514.70. The project is proposed to start at the Delta/Riverside intersection and work West towards town. Board will discuss at next board meeting.
